Background

Jeff Cole and Gary Dominicos founded Hidden Level in Syracuse, New York, in July 2018. Both came out of SRC Inc.: Cole was director of programs at Gryphon Sensors, SRC's drone-detection spinoff, and Dominicos was Gryphon's controller; he now serves as CFO. The Airspace Monitoring Service (AMS) inverts the usual counter-drone architecture. Instead of radiating like a radar, its sensors — mounted on cell towers, rooftops and building sides — listen passively for the command and video links drones emit, then triangulate both aircraft and operator; the company cites roughly ten sensors covering 170 square miles.

Because nothing transmits, deployment needs no FCC spectrum coordination, leaves no RF footprint an adversary can detect, and sidesteps the legal exposure of active interception under US surveillance law. A passive-radar mode exploiting third-party broadcast signals extends detection toward RF-silent targets. Hidden Level retains ownership of all hardware and sells AMS as a subscription — airspace data as a service rather than boxes.

Competitive position

Against active-radar specialists — Echodyne, Chaos Industries, Robin Radar — Hidden Level's pitch is silence: no emissions means no spectrum licensing, no interference with airport systems, and persistent city-scale coverage sold as a service rather than per-site hardware. Against RF-detection rivals Dedrone (now Axon), DroneShield and MyDefence, it claims finer geolocation of both drone and operator and a networked wide-area architecture rather than point sensors.

The structural weakness is shared by all RF-passive systems: drones flying autonomously or on fiber-optic guidance emit nothing to detect, a trend Ukraine is accelerating. Its passive-radar mode, which exploits ambient broadcast signals, is the hedge, but performance against silent targets is not publicly proven. It builds no effectors, so it depends on integration into others' kill chains — making full-stack integrators like Anduril both channel and long-term threat.

Demand is driven by the domestic incursion wave: unexplained drone sightings over New Jersey in late 2024, repeated overflights of US bases, and the 2025 Stewart ANGB incidents that Hidden Level answered with a 24-hour deployment. Ukraine supplies the doctrinal argument — emitting radars draw anti-radiation munitions, so passive sensing is what survives a contested EW environment.
