Background
Kuldar Väärsi founded Milrem Robotics in Tallinn, Estonia in 2013, bootstrapping the company with roughly €5.5M from Estonian investors before establishing it as Europe's leading unmanned ground vehicle developer. The company's flagship THeMIS (Tracked Hybrid Modular Infantry System) is a medium-weight tracked UGV designed as an open-architecture payload carrier — it has hosted weapons stations from FN Herstal and Kongsberg, ISR packages, logistics loads, and casualty evacuation configurations.

THeMIS UGVs have been delivered to armed forces in 18 countries, including eight confirmed NATO members: Estonia, France, Germany, the Netherlands, Norway, Spain, the United Kingdom, and the United States. The European Commission awarded Milrem €30.6M in 2020 to lead the iMUGS program establishing a European standardized unmanned ground system architecture.
In April 2025, the European Defence Fund awarded Milrem nearly €50M to lead advanced uncrewed ground systems development across EU member states. In December 2023, Milrem signed a formal agreement with Ukraine's Ministry of Defence / Ukrainian Defense Industry to develop and produce robotic defense systems, following operational testing through Ukraine's Brave1 defense innovation platform. Competitive position
Against Clearpath Robotics (Canada), Milrem holds a clear edge in NATO military pedigree and combat-proven deployments, though Clearpath has deeper software/ROS integration in research and logistics roles.
