Overview
Shipovnik-Aero is a Russian ground-based electronic-warfare complex associated with tactical counter-UAS operations. Public descriptions identify its core mission as detecting small UAV control links, suppressing or deceiving them, and in some cases redirecting the drone by manipulating its navigation or control environment. InformNapalm described the system in 2016 as able to interfere with UAV control and navigation, while a Russian industry announcement claimed it could identify hostile drone signals within roughly 10 km and select jamming or substitution techniques against them via Promvest.info.
The system sits in Russia's broader ground EW inventory alongside heavier communications and radar-jamming systems, but its distinct role is closer to tactical drone denial and drone capture. It is generally described as truck-mounted, with a high-mobility KamAZ chassis cited by Russian industry sources and a KAMAZ-4350 caption appearing in later Ukraine-war reporting by the Kyiv Independent. No export operator, public unit cost, production total or confirmed delivery count is documented in the reviewed sources.
Development
Public-source development history is fragmentary. InformNapalm linked the system to an apparent predecessor or related unit displayed at a 2012 Mechanical Engineering Technologies forum, then reported that Ukraine's military intelligence service, the GUR, identified a Shipovnik-Aero unit deployed in central Donetsk on 22 July 2016 during the Donbas war via InformNapalm. Russian-language reference material states that testing began in 2016, and a September 2016 Russian defense-industry announcement publicized the system's counter-drone functions through Promvest.info.
Manufacturer attribution is not fully reconciled in public sourcing. Russian Wikipedia lists the All-Russian Research Institute "Etalon" (VNII Etalon) as developer and separately credits the "Sozvezdie" concern as producer, while the 2016 industry announcement attributes development to VNII Etalon as an enterprise of the Vega concern within the United Instrument Manufacturing Corporation through Wikipedia (RU) and Promvest.info. The safest public formulation is that VNII Etalon is the named developer, with Vega/OPK and Sozvezdie appearing in different Russian-source attributions.
By 2021, Jamestown Foundation analysis of Russian EW in Donbas named Shipovnik-Aero among the systems identified by Ukrainian Major General Borys Kremenetskyi as used by Russian-backed forces, as republished by Strategic Study India. After Russia's 2022 full-scale invasion, RUSI's Jack Watling and Nick Reynolds highlighted Shipovnik-Aero in their assessment of Russian tactics and front-line EW density in RUSI's "Meatgrinder" report.
