PPA (Thaon di Revel-class)

Italy's shape-shifting warship — the PPA (Pattugliatore Polivalente d'Altura), or Paolo Thaon di Revel-class — is a Fincantieri ship built to be many warships in one. It scales from a lightly-armed offshore patrol vessel to a full FREMM-class combatant depending on configuration, and is designed to be up-gunned over its service life rather than fixed at build. Marketed as the "Multipurpose Combat Ship," it is Italy's bet that one flexible, upgradeable hull can do the work of patrol craft, corvettes and frigates as missions and budgets change.

Overview

The PPA (also designated the Multipurpose Combat Ship, MPCS) is a class of multipurpose ships built by Fincantieri for the Italian Navy. Its defining idea is configurability: the same 143-metre hull is delivered in graduated combat fits — Light, Light Plus and Full — ranging from a constabulary patrol vessel with self-defence weapons up to a full combatant comparable to Italy's FREMM frigates, and — crucially — the lighter ships are designed to be upgraded to heavier configurations later in their lives. It is a flexible platform spanning patrol, sea rescue, civil-protection and front-line combat roles, replacing both light patrol frigates and corvettes in Italian service. Where most navies pick a fixed point on the patrol-vessel-to-frigate spectrum, the PPA is engineered to slide along it.

Development

The PPA was developed under Italy's naval-renewal program and is built by Fincantieri at its integrated Muggiano–Riva Trigoso shipyards, with the program integrated through the European armaments agency OCCAR, per USNI and Wikipedia. The lead ship, Paolo Thaon di Revel, was delivered in 2022, with around seven ships planned for the Italian Navy to replace the Soldati-class light patrol frigates and Minerva-class corvettes between roughly 2021 and 2035. The design has also been exported: Indonesia ordered two PPA-derived ships. In 2026, Fincantieri received a contract to upgrade Italian PPAs from patrol toward fuller combat standard — the configuration-control concept in action, per Defense Post. The combat systems and sensors are largely supplied by Leonardo.
