The Navy plans to establish an AI War Council and begin deploying generative AI capabilities aboard ships by the first quarter of fiscal 2027. Its Strategy to Weaponize Data and Artificial Intelligence, published June 15 and signed by Acting Secretary Hung Cao, sets mean time to effect as the primary measure of progress.
Mean time to effect tracks how quickly the service turns operational data into battlefield outcomes. The strategy places that measure within a "wartime footing," under which the risks of moving too slowly outweigh those of imperfect alignment.
